Purpose and Organization

The Alliance for Regional Solutions is a collaboration of North County non-profits, municipalities, the County, United Way, educational entities, healthcare providers other agencies and philanthropic bodies called to address the need for regional infrastructure to provide a coordinated community-wide response to community issues.The following are desired outcomes from our shared work and collaborative planning:

Provide a coordinated perspective to facilitate responsible public policy development and appropriate allocation of resources

Focus on specific issues and leverage the Alliances collective strength to better serve community needs

Define the scope and depth of existing human services and identify critical unmet needs and priorities

Facilitate improved coordination of human services throughout San Diegos North County

Advocate for services for marginalized community members

Serve as a community-based source of regional human service information for the public and decision makers

Share credit, share victories, share set-backs

In addressing community needs, Alliance members recognize our responsibility to continually be aware of and represent the needs of the populations we serve. Their consumer opinion is key to effective action and advocacy by the Alliance.

Guiding Principles

Terms of Membership

Membership in the ARS is open to any private/nonprofit organization that agrees to the terms of the MOU and signs that memorandum; and to public agencies in the North San Diego County region which express membership and support by letter. Each Member organization has the following rights and benefits:

Employees or designated representatives from any Member Organization may participate on any working committee and may attend all meetings.

The representative serves as the liaison between the Member Organization and the ARS for the submission of any proposal or comments and to elect the Executive Committee.

Representatives from Member Organizations shall comprise the key leadership of their own organizations serving in the executive branch of governance at that organization.

Member Organization appoints one voting representative to attend the Alliance for Regional Solutions quarterly membership meetings.

Alliance Meetings and Organization

The General Membership Meetings of the Alliance for Regional Solutions shall be held quarterly at the discretion of the Chair of the Executive Committee who will set the agenda and lead all General Membership Meetings.

The Chair of the Executive Committee may also call for special General Membership meetings as may be needed. Electronic and/or telephonic meeting participation and conferencing may occur, consistent with the provisions for such referenced in Roberts Rules of Order.

Each voting representative shall serve for a term of two years.

Exec. Board Election and Meetings

Elections and Meetings of the Executive Board

The Executive Board shall be elected for a term of two years at the Fall Quarterly Meeting of the ARS in even numbered years.

The Chair will assume responsibility for hosting meetings that will rotate among member institutions at the Chairs discretion

Meetings will be scheduled at the Chairs discretion, at least quarterly, and as otherwise deemed necessary by the Chair.
